Actually the points are what count, it's what decides your rank. People tend to be stuck in their ways, they don't like being wrong. Those people will keep USF in front because they were already in front.
UCF will get the bump because of the same reason and people who thought Stanford and Kentucky we're better will just move UCF into their spot.

The AP voters are more fickle and tend to have more jumps. We'll know shortly
