Murkowski needs to be primaried in 2020 and McConnell should hold back all PAC money. If she can't vote yes on this she's not reliable for any critical issue.

My guess is the GOP leadership knew they had the votes and let her off the hook. I would assume that if she was the deciding vote she would have been a yes. just a guess.
