This is click bait.

It was an issue for a couple of hours, then it got resolved when it was explained that the sandbags were just blocking the water's path over the bridge, but the water would still flow under the bridge to drain downstream. Note that they bury that at the end of the article though.

No, there is no flood forecast where the university will be impacted. Jackson Bluff, which is close to Sophmore housing will be underwater, but the University is in no danger. The City of Conway is another story.

After Harvey, Houston actually opened some reservoir gates allowing some subdivisions to flood to prevent complete failure of the containment system.
