Seems weird, they have a better win percentage and stronger SOS so I'm not sure how that works.

Could one argue against it if the data were wrong? Not sure if it changes the rankings but take a look at the number of teams per conference.

It's fixed now. Sun Belt ahead of CUSA, CUSA ahead of the MAC, and at least for now no FCS conferences ahead of FBS ones (though at 16th, CUSA's SOS is below, among others, the MEAC and Patriot)
