In terms of Freeway Construction, outside of closing down the entire interchange or roadway, there is no other option than to squeeze down to three narrow lanes or divert to the frontage road. Dumping that much traffic onto side streets like Richmond or Westpark isnt an option either.

The "managed" toll lanes are not a solution either. You just pay $5.00 more for the privilege of traveling 15 mph like the people in the free lanes.

However, in terms of threats to pedestrians, Houston isn't like Boston or Atlanta where going for the guy in the crosswalk is almost a competitive sport.
