Approving what? Under what authority?
Under THEC's authority. THEC is over all higher ed in TN. This includes the UT system, TBR, and schools with independent boards like the UofM. UT probably has alumni in THEC.

5/12 are direct alums.
That doesn't count a former Mayor of the city or a former exec of 1st TN (+2). And then another rep of West TN (-1). So you'd think at least 8 of the 12 would be very fair to the U of M. Very cool.
