But first impressions can be deceiving. The statement, like so many from the academic world, must first be interpreted from Newspeak into English in order to understand it. In this instance, “ethical behavior in public service” means “expanding and weaponizing the government bureaucracy to (a.) benefit progressives and other groups we like, and (b.) damage/harm conservatives and other groups we don’t like.”

Once the translation has been made, the announcement from Illinois makes perfect sense.

I don't know. The gross abuses of power by the Obama administration have definitely opened the eyes of Republicans and Independents to the need for ethics in government more than any other administration previously did.
