I think Blanco screwed things up more than Nagin, based upon comments of some New Orleans friends, but neither performed admirably or even capably.
Blanco was worst. She had National Guard virutally right next door to the Superdome and they were ordered to do nothing. She allowed sheriffs to turn people back across the bridge.
