UCF is usually ranked ahead of Memphis.

So, Hawaii (148) just beat CSU (84). Hawaii will now be Navy's opponent next Sat., but Sagerin has not moved them post game. What ranked team SHOULD Navy be playing next week?

Nobody can help me with this? Their rankings still haven't changed.

I would assume he's not updating ratings between week 0 and week 1. Preseason, then after week 1.
