No and most certainly no.
1) The people participating are going to be those who feel the strongest, i.e. the extremes.
2) If you look at group dynamics, its hard to get groups to make good decisions, especially large groups. I don't think technology eliminates human nature. Have you ever done one of those "Lost in the desert," "Stranded on the moon," etc. simulations? Then you would understand.

All you need to do to see what a bad idea this would be is peruse Change.org for about 10 minutes and read the madness that is on there.

Day after this, I started looking at a CPE course. It talked about more knowledge, acceptance, and more alternatives as positives. The negatives were dominance by 1 or 2 people (happens a lot), conformity, laziness (picking 1st choice considered), competition within the group (winning becomes the objective). Also mentions that group decisions tend to be riskier than individual decisions (nobody has responsibility on their head).
In this type of decision making there is self-selection. I think of the overwhelming attention paid to cyclists in cities. They are a tiny minority, but they are very vocal. So they get things that benefit the 0.5% and are detrimental to the 95%.

Hell, you can even remove the politics from things and the madness shines through. Do you have Nextdoor or a neighborhood Facebook group? People want to fight over feral cats or the appropriateness for posting free items in the For Sale section.

The other problem with crowdsourcing: it gives everyone an equal voice.
For example: if we're considering how to reform the prison system, a crowdsourced solution will give the same weight to the opinions of PhD criminologist and an 18-year old who is failing history class. How is that going to lead to better solutions?
