If the job-candidate is new/“unknown” to the people making the hiring-decision, then yes the references matter.
But for situations where it’s somebody you “know”, I have been genuinely amazed at how little is done by way of background check. Can’t speak for the federal government but major “global brand” companies... yeah I’ve seen it happen.
On the other hand, the prevalence of social media has now created a situation where it’s relatively fast/inexpensive to go back and see what people have posted online. So that’s a thing, or at least is quickly becoming a thing.

Why anyone would believe Omarosa at this point is beyond me.

In the document titled “Official Statement on Omarosa Manigault-Newman” Patton claims that Omarosa contacted her upon her termination at the White House claiming that a former producer on ‘The Apprentice,’ Bill Pruitt, had played her a recording of the president using the slur for her. Patton said she spoke with the producer who flatly denied having such a tape. Patton went on to call the claim of the president using the N-Word a “baseless accusation and imaginary audio tape, as falsely claimed by a former friend.”
