Actually people who knew him said Jeb was very high energy. He was just deliberate.
He didn't shoot from the hip like Trump. Trump often shoots himself in the foot and his friends.

Having two ADHD kids, I can assure you there's a difference between being ADHD like Trump and having high energy.
