I have not seen any rankings from people in the know but here is a ranking based on the average number of offers the players in each team's 2021 class received plus a ranking of individual players based on their number of offers. Obviously this is very rough: offers can vary in quality (HM vs LM though some early HM offers aren't always "committable"), players who commit later have a chance to rack up more offers than early commits, and players from other countries receive less offers (that I know of at least).

2021 team ranking by average number of offers.
WM (15): Lewis 18, Hatton 18, Rice 9
JMU (11.3): Stinson 15, McConnell 12, Savage 7
CofC (10.75): Jones 15, Horton 14, Haynes 9, Dudley 5
Delaware (10): Peterson 10
Hofstra (7): Carlos 13, Barrouk 1
Elon (6.5): Sherry 7, Noord 6
UNCW (6): McCracken 12, Jamarii Thomas 5, McGriff 1
Drexel (5): Butler 5
Towson (2.5): Hill 5, Hicks 2, Coleman 2, Gill 1
Northeastern (2): Randriasalama 2

2021 individual top 10 by number of offers:
1 Julian Lewis, WM 18
