There being top down pressure on Ingram to do things that weaken the program does not preclude his not being very smart or good at his job.

Good post, the line between malignant action and sheer incompetence is always difficult to discern in dealing with the actions of someone in the UAB administration.

If things are so dire in the system, then why are the other schools in the system being targeted as well?

The state is gradually rebounding from the "Great Recession of 2008", but nationally it is one of the slowest rebounds among states in America (per BBJ). The announcement of several thousand new jobs is welcome news but is balanced against the loss of over 60,000 jobs we had in 2008 (per BBJ). Tax revenues for the state's two budgets are reported to be up but still trail by hundreds of millions what it was receiving a decade ago. The state's General Fund only survived by annexing the BP settlement money meant for the Gulf Coast recovery.
I don't know if AD Ingram is competent or not, but he can't print money on demand. The lost jobs may be a continued result of cuts in the SETF since 2007-08. As the state has admitted, the 2019 SETF is still about $200 million less than it was in 2007-08.

This may be true, but why no cuts in Ttown or Huntsville, why all UAB and all UAB Athletics?

If you were a teacher, that period would be remembered as the one with one 2% pay increase spread over three years and one 4% increase at the end of that period (2016-2017). Retired teachers got ZERO income enhancement during that period (2007 to today). Alabama's teachers are used to saying "It's better than nothing".
The state's political leadership hopes voters will forget that period of losing over 60,000 jobs statewide as well.
