I'd be all for just eliminating kickers all together. Kickoffs are boring, just let teams start at the 20. Four downs to get 10 yards, fail to do so other team gets the ball at the spot. Score a touch down? Run a regular play for an extra point from the 3 yard line, or for 2 points from the 20 yard line.

If the kickoff is as dangerous a play as projected, just place the ball on the 30 and begin the new series with no KO. Replacing punt coverage, which would appear to be just as dangerous for the receiving team, so the same could be done for punts as well.

What is the reasoning behind spotting the ball where a punt goes out of bounds while a kick off that roll out gets a penalty?

A kickoff is uncontested and as good as kickers are today they could kick it out inside the ten almost everytime. There would never be a kickoff return.

A punt is a live play and the punter has seconds to get rid of the ball. If the punters were allowed to stand there uncontested they would drop most balls exactly where they wanted too.

Because of its emphasis on foot work and body control, soccer is often recognized as a great physical and mental preparation for playing football at a later age - and not just as a placekicker. Also, as a constant motion game, it is a good sport for physical conditioning.

If someone dies during a kickoff at the wrong time, it might be.
It's not the only dangerous play,. but statistically it is more dangerous than most.
