Is Toledo a landing spot for Joe Burrow?

With him being a graduate, he still needs permission to talk to other schools? I thought he fell under the graduate transfer rule?

It's a very weird situation...OSU can still block his movement and still controls their meetings because he has one course left that he would take this summer from what Kerelic on the OSU boards has said. He would effectively be a grad transfer once that course is done, but because it hasn't been completed, he is still being treated as a normal transfer.
