According to WJCT, Cruz's school records reveal that in 2013, he was assigned to the PROMISE program for three days after he vandalized Westgaldes Middle School.

Broward County Public Schools Chief Public Information Officer Tracy Clark confirmed the finding to WJCT, but added, “It does not appear that Cruz completed the recommended three-day assignment/placement.”

The PROMISE program was created during President Barack Obama's administration and strives to keep minors who commit misdemeanor offenses from entering the criminal justice system.

According to the Sun-Sentinel, Broward County rolled out the program in 2013, the same year Cruz was assigned to it. Instead of arresting students, it sends them to an alternative education center for counseling and behavioral services.

“It's not just about reducing arrests, suspensions, expulsions; it's about providing the right type of intervention and getting at the root cause,” Superintendent Robert Runcie told the Sun-Sentinel in 2015.

Maria Schneider, head of the juvenile unit in the Broward State Attorney's Office, explained to the Sun-Sentinel in 2015 that they reduced the number of arrests.

“Now it's 'how do we keep that up without making the schools a more dangerous place,'” she added.

Sen. Marco Rubio (R-Fla.) tweeted that he asked questions about the PROMISE Program and was “repeatedly told the Parkland shooter was never” in it.

The program was criticized following the Parkland, Florida, massacre, but Runcie assured the public that Cruz was never involved with the program so it made no difference.

“Let me reiterate this point,” WJCT reported he said in an interview last month. “Nikolas Cruz, the shooter that was involved in this horrific accident at Marjory Stoneman Douglas, had no connection to the PROMISE program.”

He labeled the criticism that the shooting possibly could have been prevented if the program wasn't in place as a “fictitious narrative.”

Runcie said stories were being “made up about a successful program” that “has no connection to the shooter or the situation at Marjory Stoneman Douglas High School.”

The recent report caught the attention of Ryan Petty, whose daughter was killed during the shooting. He called it a “stunning revelation” and said it being released on a Sunday is “all the more concerning.”
