No... it's just the money paid under the table by Qatar (in addition to the money paid over the table) probably exceeds the increased value in US TV rights that they could have received for a summer tournament.

For Qatar, the games will be played in the same time zone as Moscow, and will probably have the same USA morning game times, so any conflict with NFL telecasts can be eliminated by moving 2 or 3 Sunday World Cup games to FS1 if they are late enough to overlap an early NFL game. The final will be on a Sunday and, if it has the same start time as this year's final, would end right before the early NFL Sunday start time. Fox might arrange to have only late NFL games that day while CBS gets a doubleheader.

FIFA gets its money regardless, and the USA rights are not the most important part of World Cup rights. German broadcasters paid more for 2018 World Cup TV rights than Fox did for USA rights even though the USA has about 4 times the population of Germany. Put all the European TV rights money together and it would be much more than the money paid by Fox for USA rights.

Fox might come out ahead anyway because in order to keep them and other 2022 World Cup broadcasters happy, FIFA sold them 2026 rights without letting anyone else bid on them. So Fox has the USA TV rights to the USA-based World Cup in 2026, and probably paid much less than they would have paid if they had to bid against ESPN in an open auction.

Fox would probably want the World Cup to start at 10:00 AM Eastern - that’s only an hour earlier than it starts this year, and would still be a 6:00 PM start locally. Even if an overtime session is played it would still be over by 1:00 PM.

IIRC all matches would have overtime when the World Cup expands to 48 teams.

The proposal -- which they haven't made official yet -- is that group stage matches in the 48 team World Cup would be decided by penalty kicks if tied after 90 minutes. No overtime periods, just straight to PKs after the second half.

I wished their extra-time for tie period would be sudden death as opposed to just two 15 minute halves after the game then PK's. In Croatia's games against England and Russia there was goals in that extra-time.

FIFA used sudden death extra time (the "golden goal") for about 15 years and then got rid of it about 15 years ago.

In general, not just in World Cup, there are so few extra time goals now that if any changes were made, it would likely be along the lines of the proposal for World Cup group stage, i.e., straight to penalty kicks when the game is tied after the second half. There's some concern that playing extra time in the knockout stages disadvantages the winning team in the next round, an obvious issue this year with Croatia playing extra time games in all three of its matches leading up to the final. (Also an issue with no-tiebreaker fifth sets in men's tennis tournaments, as seen at Wimbledon this year, where a player who won a 26-24 semifinal fifth set lost the final in straight sets.)

FIFA is supposed to convene at a congress on 13th June in Moscow where they will be deciding if the number of teams participating in the 2022 tournament should be increased.

If they do increase, this will put immense pressure on Qatar. Qatar will have to massively expand their workload within an extremely tight deadline. The increased number of teams will have a major impact in Qatar’s ability to be the host of the tournament.

It is also important to note that Qatar had initially bid to create 12 stadiums. However, it is building only 8.

Additionally, there have been several questions about Qatar’s ability to ensure even a moderately successful event of this scale. As things stand, the country has no infrastructure whatsoever to accommodate 1.5 million fans that are expected to visit. This number is to increase if more teams are added.

The best trio would be Qatar along with Saudi Arabia and UAE. It would be more tolerable to most people, I think. It still baffles me that this is even happened. Money talks.

FIFA has confirmed the 2022 World Cup in Qatar will remain a 32-team tournament, abandoning plans to expand the event to 48 teams.

The world football governing body made certain to cite that Qatar’s implausibility to host such an expanded tournament as the sole reason for the decision, essentially confirming that the 2026 World Cup – joint hosted throughout North America – will remain expanded as confirmed back in January of 2017.

NEW RULES: 2022 World Cup qualifying will feature an 8-team final round

World Cup qualifying

The new Concacaf qualifiers for Qatar 2022 will comprise of three rounds and provide all participating member associations with the chance to compete for the confederation’s 3 1/2 World Cup spots.

The first round (30 teams) will be played between the members ranked 6-35 based on the FIFA rankings as of July 16.

The 30 men’s national teams will be drawn into six groups of five in a seeded draw. The six highest ranked teams, El Salvador, Canada, Curacao, Panama, Haiti and Trinidad and Tobago will be pre-seeded into groups A to F, respectively.

Each team will play every other team in their group once, playing four matches; two home and two away. These games will be played in the FIFA match windows of October November 2020.

At the end of the first round the six group winners will progress to the Second Round.

The Second Round (six teams) will be played between the group winners from the First Round, with the matchups pre-determined as follows:

Group A winner vs Group F winner
Group B winner vs Group E winner
Group C winner vs Group D winner
