The only reason RU isn't last is because they are borrowing massive amounts of money from the general fund.

So I looked at budget v. the Director's Cup final standings for 2016-17:

1. OSU #2 DC $185.4M
2. Michigan #6 185.2
3. PSU #8 144
4. Wisky #16 143.4
5. Minnesota #30 116.4
6. Northwest.#36 NL
7. Nebraska #37 120.2
8. Illinois #38 97.4
9. Purdue #41 84.8
10.Indiana #47 106.1
11.Maryland #50 94.9
12.Iowa #51 130.7
13.MSU #53 126
14.Rutgers #116 96.9

Some comments:

1. Where do Iowa & MSU spend their $?
2. Purdue only has 20 teams....just guessing but I would think any team you add would cost a minimum of $1-2M/year? So.....
3. Rutgers----24 teams while getting a $33M subsidy? East Coast mentality.......
4. Does not include football, as far as I can tell

EDIT---Looked at this a little more....does include football results.....interestingly, Nebraska was top 10 from 1995 through 1998......only other Big 10 school that has ever been top 10 (Dates to 1994....other than OSU, UM, PSU) was Minnesota, in one year.
