I believe KU and OU are attempting to position themselves where they have a choice between the Big 12 and the B1G.

If the B1G does not offer, they will evaluate the Big 12 and hope they have improved situations.

If the B1G makes an offer, they will jump. The B1G academics, money, and stability are too great not do so. The academics and research associations would quickly raise their brands.

B1G people may believe if they get KU and OU, UT will follow.

If they get all 3, they have a western front of WI, IL, MN, IA, NE, KS, OK, TX

If the Big Ten did actually add Kan, Ok, Tex and Mizzou to go to 18 total, it would be interesting how the do the divisions.

If they go with 9 team divisions, I am guessing they would send Illinois and Purdue to the east. Assuming they go to 10 conference games, that means they only play cross-division opponents twice in 9 years. I don't think that would be acceptable.

Another idea is go with rotating non-permanent divisions

West - even years
Tex, Ok, Neb, Kan, Mizzou, Iowa, Minn, Wisc, NW

West - Odd years
Tex, Ok, Neb, Kan, Mizzou, Iowa, Minn, Wisc, ILL

east - even years
Mich, MSU, OSU, PSU, MD, Rut, Indy, Pur, ILL

East-odd years
Mich, MSU, OSU, PSU, MD, Rut, Indy, Pur, NW

NW and ILL then will play each other every year. All other cross-division teams can then play twice every 8 years.

Or, make a power move and deregulate the conference championship - may be even add the semifinal round to the conference championship. In either instance you can ensure that the B1G schools play each other more frequently. I'd love to see the 18-team model with a 4-team conference championship: 3 division winners plus 1 wild card.

EAST: Rutgers, Maryland, Penn St., Ohio St., Michigan, Michigan St.
CENTRAL: Minnesota, Wisconsin, Northwestern, Illinois, Purdue, Indiana
WEST: Texas, Oklahoma, Kansas, Nebraska, Missouri, Iowa

Generally, 5-2-2 schedule format, so you play everyone in the conference at least twice in 6 years. Stack the schedule, slightly, so that Iowa plays Wisconsin and Minnesota more often than not in the cross-division games. (So, Iowa only plays some teams twice in 7 years...and some teams play each more often than twice in 6 years). Also, arrange the schedules so that everyone gets at least one of the marquee teams at home each year.

The 2017 B1G championship might have looked like this:

Oklahoma (WEST) v. Penn St. (Wild Card)
Wisconsin (CENTRAL) v. Ohio St. (EAST)

I'm a big fan of deregulating and allowing conference semi-finals. It opens things up for 18- team leagues split into 3 divisions with a wild card.

It also creates the opportunity to create 20 team leagues with divisions of 5 and no wildcard.

League models like this allow the big brand leagues to grow while still maintaining a set up where rivals play annually but you still get to play the rest of the league with some regularity.

Or have no divisions and 3 permanent opponents and play the other 14 teams twice in 4 years. Top 2 teams meet in championship game. Schedules can be set up to make sure there are no more than 2 undefeated teams possible.

If the B1G went to 18 with KU, OU, UT, and Mizzou they'd secure dissolution of the PAC and go to 28 with the Rose Bowl being the true conference championship. No CCG rules changes required. OU's new president (and big money Colorado donor) brokers the deal:

B1G East: MD, RU, PSU, OSU, UM, MSU, PU.
B1G Midwest: IU, IL, NW, WI, MN, Iowa, Mizzou.
B1G West: KU, Neb, OU, UT, AZ, ASU, CU.
B1G Pacific: UU, UW, UO, Cal, Stanford, USC, UCLA.
(Protected cross-division rivals at the end/beginning of each line)

In a few years when they raid the ACC...
B1G East: Duke, UNC, UVA, ND, RU, MD, PSU, OSU.
B1G Midwest: UM, MSU, IU, PU, IL, NW, WI, MN.
B1G West: KU, Mizzou, Neb, Iowa, OU, UT, CU, UU.
B1G Pacific: UW, UO, Cal, Stanford, USC, UCLA, AZ, ASU.
