Actually he can't. The house committee has to agree to vote on it then it has to pass the vote. Then it goes to Trump.

I think the Republicans only cherry picked certain things from those memos. It was leaked, and there have been anti-Hillary textings as well. So, there have been both candidates that have been bashed by FBI agents, There are FBI agents that wanted to bust both Hillary and Trump.
