I've heard Bezos has a house in the area, he owns the Washington Post, and Amazon has data centers in the area as well.
Loudoun County, VA is the is data center central 70% of internet traffic is said to come through them and they keep building. The Maryland site is just across the Potomac River and DC is DC. I would think of the 3, Loudoun would be the first choice because of available land and Dulles airport being there.
Based on the news that's coming out about the NoVa site, I wouldn't be shocked if that's where it ends up. A site straddling the Fairfax & Loudoun County that is apparently largest non-developed site on Metro would check pretty much all of Amazon's boxes.
It would be one metro stop away from Dulles International Airport (once the silver line is built out) and the site is already at the nexus of Route 28 and the Dulles Toll Road (two major roads in Northern Virginia).
It's a pretty huge carrot to dangle - Amazon could basically make their campus as they see fit since the site isn't developed, it would directly accessible by public transit and major thoroughfares, and literally a 5-minute metro ride from an international airport.
....never mind all the universities in that area. That certainly checks off all the boxes.
The fact that Bezos is so connected to that area already practically make it a no-brainer.
