We are eligible for it starting next year but I think there are still doubts over if the tournament will be held (or at least in the Virgin Islands) due to the hurricane clean up.

This is correct. ODU was scheduled to go, but the on-site property took a considerable amount of damage from the hurricane. Location of next year's exempt tournament is still pending.

That doesn't mean that the tournament is definitely going to be in the V.I.; that's probably a boilerplate and the location is probably subject to current (or, God forbid, future) hurricane damage.
Also, it appears UConn is not going to be in this tournament because they'll be in the 2K Classic with Iowa, Oregon and Syracuse.
