The need to have a policy based strategy went out the window with Trump. All the Dems have to do is sit back and let DJT and the GOP that sold their souls for him hang themselves. The voter backlash is going to be huge in 2020. Not sure but maybe enough in 2018. Trump is going to lose votes of those he duped on the economy vote and I think we will set a modern day voter turn out record for people wanting to make sure it is anyone but Trump.
