As bad as this looks, there is a lot that is very unclear.

1) the patient was 'discharged' from the ER, meaning she wasn't admitted to the hospital.... meaning that she didn't have a medical reason to be occupying the ER.
2) 4 'security' people escorted her out, which implies that she wouldn't leave voluntarily
3) you don't usually get a 'gown' in the ER unless your clothes hinder the evaluation... and they would have her put her clothes back on

We can be sympathetic, but this once again seems like people drawing conclusions based on appearances and not investigating details. ERs are not 'shelters' and social workers don't work at midnight. Healthcare laws prevent hospitals from taking in patients without actual medical conditions because then they can't get rid of them if they choose not to leave, and it appears this person didn't want to leave.

Said differently.... there is a WHOLE LOT about how ERs and hospitals work that the average person doesn't know that doesn't seem to make sense until you do. When the facts come out (if they fully do... HIPAA and all) I suspect the rationale for these actions will make more sense.

If I had to guess based on experience and percentages only, I'd say this person was an addict seeking pain pills who was denied them. As a result, they engaged in behavior that occupied hospital resources intended for truly ill people and that she was in the gown because she refused to put her clothes back on.

Of course that may not be true... this MAY be a complete CF by the people there.... but I've seen it WAY too many times be this way and I've never seen it be the other. I've seen doctors and nurses take off and give their own clothes to cold people like her in the ER.... and you're not talking about one doctor, but likely numerous... plus nurses, plus staff, plus security etc... ALL of whom apparently understood this decision and didn't offer her a sweatshirt or cup of coffee.

A hospital is not a jail. They cannot detain a person. I swear I believe our country may be too stupid to be saved.
