His facebook post has more detail. He explicitly shows a picture of an open-air stadium and said it would also include 90k sq ft of meeting space. I assume that's what he means by multi-purpose.

As has been said before, the BJCC plan is to refurbish Legacy Arena and the existing convention areas, build an outdoor stadium, and to expand the convention space.

Unlike some on this forum, my thoughts on a building don't begin and end with football applications. What I have, and will continue to push, is for a convention facility that will enable my city to compete for the largest conventions out there on a year round basis. Football games would perhaps be a nice add on to such a building. The GA Dome hosted two to three hundred exhibitions / conventions every year (sometimes 2 or 3 at a time) plus football games. B'ham needs a facility that could compete for some of these regardless of seasonal weather.

We missed our shot when the citizens were duped and MAPS was defeated. I still would like to punch Jimmy Blake square in the mouth. We just simply cannot afford it now. I would love to build $1 billion facility with a retractable roof and expand the BJCC but it ain’t happening. I do agree that we could do some cool things and if marketed correctly could attract many more conventions that most here think. But it isn’t happening in my lifetime. We missed the boat when this community was deceived. Time to move on and support what we can do with our limited funds.

What will be built will be a significant upgrade and will benefit the community as well as UAB.

I have been to a convention in a large indoor stadium (Georgia Dome) and it was extraordinarily awkward space for the purpose.

Unless you are holding a sporting event or flying racing drones, I do not see why anyone would choose that over a more conventional exhibit hall.

I have no idea why the dome discussion continues. B'ham has been talking about it for thirty years now. We didn't have the money to build one then, and we don't have it now.

I could list a lot of cars that I'd like to have. An Audi R8 convertible would suit me just fine. Thing is that one costs the best part of two hundred thousand dollars, and no matter how much I want one or how nice it is, there's no way in hell I can afford it, so I don't talk about getting one very much, you know?

Birmingham wanting a dome is the same thing on a larger scale.

Right. There are very few events that would require this space. The CMA fest in NAshville is even a little awkward space wise. I doubt Birmingham is ever going to host an event of that magnitude.

We probably did have the money then.

So we might not have a dome or regional mass transit or a state-of-the-art library system, and our roads and museums might have fallen into ****, and we might not have seen new tech companies locate here thanks to the quality of life.

On the other hand, we didn't have to pay an extra penny sales tax. And us white folks didn't have to ride on those new streetcars and sit in the new dome next to black people.

And that's what's important, right?

And that's more sales tax than Atlanta, by a good 1-2 cents in most places. A city with a transit system, domes, and everything else we were supposed to get in Birmingham

The sales tax in Atlanta is 8.5% in the city limits. That's the highest in the area. In Cobb County it is 6%.

Sales taxes in Alabama are generally the only taxes that can be locally raised without the permission of the state legislature and sometimes a statewide referendum (Constitution of 1901). It breaks down to 4% state tax, 6% city or county tax. The last 1% raise was by the Jeffco Commission for all schools in the county (which has since been recently sidetracked for other purposes).

The state sales tax and state income tax are the main ones that support public schools (the SETF) in Alabama. State income tax credits given for contributions to SGOs which help students attend private schools cut this source of funds by many millions of $$ yearly.

And ironically enough, since moving here I've learned this is the opposite in Georgia. Here, it turns out local governments can set their property taxes (and do) year to year. It's sales taxes that require a vote of the people. Probably a big reason why property tax in Alabama is so incredibly low and also why the government is constantly underfunded and the infrastructure sucks, although Atlanta area voters have passed almost every sales tax increase they've asked for over the past 5 or so years, so it also helps to have a willing public that wants things to improve

Carrington was on the radio this morning and said the expectation is to break ground in August if the rest of the funding partners commit. He said the goal is to have it open by the 2020 UAB football season.

He also said the Jeffco resolution states that if bonds aren't issued for the project in 2018 that Jeffco's commitment is withdrawn.

The single biggest reason that we are saddled with a very low property tax rate is the 1902 state constitution, which was designed to do two things: Institutionalize Jim Crow and keep property taxes low, particularly for large landowners. As a result, instead of running the state on a steady predictable cash flow from property taxes, it is funded off of sales tax, which ebbs and flows with the economy. This is compounded by much of the state budget being earmarked for particular purposes, or in the case of education funds, the money not being available to the lege to raid for other purposes.

It's a screwed up system - and the only way to fix it is to re-write the constitution. The mind boggles at what might happen when the lege and the people who give them money sit down to plan that out.
