We always laugh because a river separates WV from Kentucky, but when we get a pile of snow roads are still open and it's got to be real bad to close schools, but Boyd County on the KY side gets a snowflake and they call in the national guard.

Remember Atlanta from a couple of years ago when one inch of snow paralyzed the entire city?
When the snow hit around noon on a Monday, millions of people got on the road at the exact same time and all of them tried to get to the schools to pick up their kids and/or hit the store. Had the snow come 6 hours earlier or 6 hours later, things wouldn't have been nearly as bad.
We got far more snow on Friday, but they handled school closings and road prep much better. I heard some people were in traffic for a couple of hours on Fridsy, a vast improvement over 2014, when people were in traffic for 8 hours or more and countless people eventually abandoned their cars and walked.

It was entirely poor planning. In partial defense, I don't think there's been another Atlanta snowstorm that hit in the middle of the day on a weekday(until last week), but I had friends that work in the city that posted photos from their office windows and by 1pm traffic was gridlocked in all directions.
