Articles are vague and just talk about him asking two staffers to be surrogates for him and his wife (they had already done it once before and had twins). That in and of itself is a little odd at a place of employment, but doesn't constitute "harassment." Now there may be a lot more there. The two employees are no longer working for him.

Just find it kind of odd that CNN and WaPo don't give a lot of salacious additional details.

Assault is assault no matter what it is. Rape is a physical assault that results in pain. Touching is a minor physical assault that causes no harm to the victim. Verbal assault is Verbally talking to the women about sex and all that.

Unless something else comes out, how does asking two staffers about being surrogates for he and his wife, constitute sexual harassment? Stupid maybe, but sexual harassment? His reason for resigning in today's environment sounds reasonable.
