Two possibilities: One, he may have confused them with two other women. He's met a hell of a lot of people during his public service career. Two, even if he actually does know the women, it's still "he said, she said". All they (the women) have to do is provide proof that they knew him. A signed photo is not proof unless if he said something like "Good seeing you again! Signed, Roy Moore".
