1. The Virginia law that prohibits public colleges and universities from using tuition dollars or state funds to support intercollegiate athletics?
All money for these programs must be raised from student fees, ticket sales, media revenues, product sales, licensing agreements, user fees, and private donations, period. No re-allocations of left over monies from other budget catagories, no use of non athletic rainy day funds, no renamed or hidden fees, etc.
2. Or the Cox law that caps our use of student fees at 55%?
That was just enacted two or three years ago, and with the enthusiasm the Cox bill received, No. 1 will be a tough nut to crack.
Barring some sort of special waiver, those are our legislative options.
I believe they should have fought the Cox bill. And they should have fought to get the football stadium grandfathered as it was inferred that it would be prior to the passage of this absurd law. There was a very reasonable case to be made on why the Cox bill did nothing of any consequence for VA college students, and that a loud enough campaign to get that message out could have potentially defeated the bill.
Yes it was popular, but lets be honest, very few people know what it actually accomplished, which was basically nothing.

So we charge more for dorms and food. Then we could also bring in more out of state students and use the extra $ to fund projects. BINGO. The UVA and VT grads don't want the additional FBS competition, and JMU (Cox) didnt want ODU to have the opportunity to be better than they were. I believe this bill was specifically introduced to stop the ODU stadium. It has had no other ramifications good or bad. All it has done is harm ODU.

BINGO ! We have a winner and I will add we have no pull in the State Legislature. That is obvious when you look at our Base Adequacy funding compared to others. Oh....if Diversity and Inclusion was so important the state would be providing us more funding because I believe we are the ONLY Doctorate level University that is a Minority Serving Institution. To the state funders... they could care less.

Exactly! Put some sports medicine, or rec facilities or office space in that thing. Heck, tear down whatever they call the new administration building now and rebuild it with its back facing the stadium. Then attach seats to the back of the building.

I read the article announcing the purchase. They discussed how they would fund the cost of the stadium and the renovations. That's a loan. If they had the cash on hand, they wouldn't have to discuss how they would pay for it.

Coastal is subsidized at 83.92%. They dont have to worry about funding a stadium when their subsidy ratio doesn't matter. We do. It's the biggest difference between the two programs. Couch as something else all you want, but it's the reason they can move swiftly.
The initial purchase of the project was $30M. The build out will be roughly $100M when complete. The convocation center is $80M. That's isn't being paid by bookstore and parking. When I say the Foundation wrote a check I mean they actually wrote a check from cash on hand against foudarion assets. It's the only way are getting this done without heavy opposition. So have to have a plan and $$$ accounted for because you're a G5 and the environment is such that you can't use student fees and parking revenue, concessions and rentals will never pay debt service if you get a loan. We are in n environment where most states are looking at G5 facility deals with a microscope.

Someone is not telling you guys the truth. You could build a 40k seat palace, join the AAC and still not catch UVA or VT @ 40 years. So there is some other unspoken reason by your administration why this project is held up. What's interesting is there are always some confidants of the program who know something. If the truth has not slipped out by now even of its not in here , I would be shocked. Someone knows.

That's great for GSU, really. But that's not legal in Virginia. We can't take money from the general fund, the university endowment or the university foundation. Our funds need to be either privately donated directly to the athletic foundation, athletic revenues or student fees. That's it.
We could follow your lead and do a public/private project but the property doesn't really lend itself to that.

While true, as in business, the large entity will still always work dilligently to squash competition and raise barriers to entry. Longhorn and Sons Petroleum isn't catching Exxon anytime soon either, but Exxon still writes the laws that make regulation costs too high for Longhorn and Sons to ever get into the market. Maybe not the best analogy, but I think it you catch my drift.

Not one did...in particular raising student prices for dorms use because they are not funded by the state. They are done with University loans and then room and board covers the expenses. So we charge more for dorms and food. Then we could also bring in more out of state students and use the extra $ to fund projects. There are many others but these 2 could generate revenue not subject to student fees bill.

Yeah, as long as the fees go towards athletics, it doesn't matter how you collected it; it's an athletic fee.

Or build it as primarily a "concert venue", which it could primarily be from March through August (and even in September and October on non-football weekends). Not sure if that passes the smell test - just throwing out an idea.

Yep. I’ve heard the neighbors were against concerts being allowed at the stadium when it was to be on the water at Powhatan. With it staying in the same spot, I doubt they can legally say anything but it would sure tick off a bunch in Larchmont.

If we stay at the same location, AND we remain within the parameters of the current zoning (whatever they may be) for Foreman, then we don't have to fight "City Hall". I don't know, but size (capacity) may play into this significantly.
