Those schools, to my knowledge, recruit nationally but with primary emphasis more locally and secondary emphasis on Texas and tertiary emphasis everyplace else. I think that is pretty much what you have to do - cast a wide net - when your academic restrictions eliminate the bulk of Division I talent right off the bat. You need to recruit the smart kids in your neck of the woods and then target the talent-rich *and* population-rich states that are going to have more than a handful of kids that have both academic and athletic talent, i.e., Texas, California, Florida, and a very few others.
However, Rice, IMO, has been under the mistaken impression that it can recruit Texas almost exclusively. I'm not sure if that has been primarily driven by a desire to pinch pennies or by a Texas-centric chauvinism or more likely a combination of both but in any event, we see how that has worked out: disastrously. The problem is that Texas is not exactly a secret repository of football talent. Everybody and their brother recruits Texas. There are only so many Division I-level kids in Texas with plus-level academics to go around, and Northwestern, Vandy, Stanford, and EVERY P5 school is already here recruiting them - and we are going to lose, and have lost, most of those battles. We should beat the rest of the G5 schools for the remainder but, not to put too fine a point on it, from what I see on the field, we have ended up taking Texas kids - because those are the only kind we recruit - that may have the academics but not quite the Division I skills. Whereas if we had recruited more nationally, we may have gleaned more talent.
TL;DR: Texas needs to be *a* focus, not *the* focus, of Rice recruiting.
