I am not sure he is that clean. He still owe contractors money for buildings that he built. Stiffing people for work done is like making them be slaves without pay.

I got offered a prostitute once to overlook a failure of a contractor to produce on the contract. I didn't even have a clue I was being offered at that lunch. It wasn't until I got back to the office and started thinking about it and figured it out. Then I looked up some of the references he had made about airports and runways and confirmed it. I was so unlikely to accept I didn't even understand what he was doing at the time.
