Is this a penalty?

Tulsa wide receiver gets a taunting call which negated a touchdown that would have put Tulsa up 14 points over SMU in the 3rd Qtr. Tulsa had to settle for a field goal and then ultimately lost by 4 points. What do you think?

Been a rule for a while but for some reason most officials ignore it. Seen several defenders get into the face of the receiver after knocking away a pass and officials have let it slide. Think Ole Miss was one of the first to lose a TD over the rule.
