In any case, like always, Trump is delusional. And by the way, the 'hospitalized' senator (at least he didn't say he's dying) is Thad Cochran of Mississippi. Cochran had to correct the news later himself with his own tweet.
"Thanks for the well-wishes. I'm not hospitalized, but am recuperating at home in Mississippi and look forward to returning to work soon," he said.

There's no way to "fix" the ACA as it is written. Follow it out to it's end and it can only function as a failed system designed to get so many people on board that single payer is the only option without snatching insurance from tens of millions.
You asked in the other thread about "paying for" tax cuts. How do you think we as a country are going to pay for Obamacare when the subsidies run out? Insurance companies will have no choice to raise rates to astronomical figures or pull out. Eventually the masses facing no insurance options or four-figure rates and five-figure deductibles will scream out for single payer and 4 month wait lists to see a doctor and receive sub standard care until the government says that treatment is no longer financially viable.
IMO the very best way to "fix" the ACA is to abolish the system and start over. The world won't end if we go back to the way things were done 7 years ago..
