As this article says, Norfolk-Newport News-Virginia Beach has a new 18k arena to begin construction, and it will likely have either an NHL or NBA team as the metros first and only pro team.

Seattle and Norfolk would keep the divisions the same.

That would be yet another minor market. I don't think any league has more 20+ media markets than the NBA.

In baseball, for example, there are six teams in the top three markets alone as well as two in the Bay Area and the few teams in 20+ markets are in markets that have had teams for generations/centuries like St. Louis or places that share a common area with another market, like Baltimore. MLB's smallest market is ranked 36 (Cincinnati), NFL at 53 (Buffalo), not counting Green Bay (which is still only at 68) and the NBA at 51 (Memphis).

Yeah, small TV markets are not going to get expansion franchises. The existing small markets are already way too far behind in local TV revenue (and probably ticket revenue as well).

There's no non-NBA market other than Seattle that has the potential revenue of Seattle; none are even close. Seattle currently has neither NBA nor NHL and has 1.9 million TV homes, in addition to being a market with a lot of wealthy residents and businesses to support relatively high ticket prices. The only other markets with neither NBA nor NHL that have at least 1 million TV homes are Baltimore (1.1 million) and San Diego (1.0 million).

Had the Virginia Squires been able to cough up $75,000 (in 1976 dollars), they may have very well been included in the ABA-NBA merger. The franchise was canceled by the ABA for failing to pay the assessment, and the leagues merged shortly thereafter.

Hey, Vancouver says they learned from their previous mistakes and would do better this time around.

The ATL Thrashers weren't bad, but the ownership group for them and the Hawks was the absolutely the worst. If the team was where the Braves moved to, it would have remained viable.

Vancouver didn't fail, they just weren't given a fully fair chance. They weren't even in town for a full decade before some carpetbagger came and moved them. They didn't even have a chance to get good for the first time.

Maybe the correct answer is to go to 31:

Pacific - POR, GSW, SAC, LAL, LAC, PHX, SEA
Western - UTH, DEN, SAS, HOU, DAL, OKC
Central - MIN, MIL, CHI, IND, DET, CLE
Southern - NOP, MEM, CLT, ATL, ORL, MIA
Eastern - TOR, WAS, PHI, NYK, BKN, BOS

Everyone plays teams from the other divisions twice (56-58 games). The divisions with six teams have their members play each other 4 or 5 times for 24 games, and the division with seven teams has its members play each other 4 times for 24 games, bringing everyone to 82 games.

The all-star game would stay with the captains format.

Every division champion is guaranteed home court advantage for the first round and would be seeded no worse than eighth. This also guarantees the league's TV partners that two of the eight series will have games outside the Eastern Time Zone. Given that 18 of the 31 teams are outside the Eastern Time Zone, the worst case scenario of having six series played entirely on Eastern Time would be highly improbable.
