I don't think that's reasonable. FCS & G5 are totally separate groups. It's not P5 at the top of the mountain, and G5 & FCS at the bottom with the G5 just a few feet above FCS. That's completely ridiculous and completely inaccurate.
A P5 making the playoffs -- SoS comes into play. Sure, a 30pt win over a bad G5 or a random FCS is about the same. But so is a 30pt win over a bottom-feeder of a P5 conference for said Alabama-type team. SoS will play itself out. If your conference doesn't provide quite enough goods in a given year, notably with no playoff conference champ game (B12) -- yeah, skip an FCS team unless said FCS team you're banking on being in the Top 8 or something and winning some in the FCS playoffs as they do consecutive years or something (for it to be a 'solid win').
Overall, I would say that if you only have 3 OOC games and you're P5 -- and you're aiming to have playoff hopes -- sure, schedule a moderate G5 as your "easy win" on the level of a bottom team in your conference.... unless you're scheduling a last minute FCS team who's constantly and is aiming to be in the FCS playoffs (who again, is better than the bottom of your conference).
As far as an official rule's concerned -- the only thing I can think of is if it comes down to a virtual tie of the 4th playoff team -- the one with an FCS team who's not playoff bound themselves, OK, can be some official deciding factor to not awarded the slot. But beyond that, let the SoS altogether play itself out.
But my guess is -- in about 5-10 years, there's going to be more than 4 teams in the playoff. In around 10 years, my guess is that the whole BCS/NY bowl teams will be in a playoff, with the Top 4 existing now just having a bye week.
