Apparently there is a huge difference between the expenses that the City of Houston has already incurred and the amount of FEMA reimbursement the City expects to receive. Thus the rate increase.
Another factor to consider the hit to the property tax base as a result of Harvey. I wouldn't be surprised to see valuations to fall 60-75% on some residential property where you have a non-repaired flood damaged home. Improvements basically valued at $0.00 and the land value should take a hit too if its in a area that historically floods.

There is some percentage of property that will never be rebuilt, including in the reservoir areas... I think there was some talk of buying out property owners in some neighborhoods?

Fort Bend County is run by Republicans. They're probably going to do the same thing - raise property taxes.

Woodlands Owl - you think flooded homes will only be 60-70 percent appraised value? I think a home that is ruined should be appraised even lower than that!

What about homes that didn't suffer any flooding? Do you think they will go up, stay the same or go down a bit?

Remember the total property value is the sum of the land value plus the improvements value.

Improvements value drops to zero. The only taxable value is the land value thus the 60-75% drop overall

That will just enough to pay off all the contractors that donated to the politicians with just enough left over to kick back a percentage back to the politicians.

I wont be surprised! There are currently no lawsuits against the City of Houston due to Harvey.

You dont need to have flood insurance to get your house fixed, homeowners insurance will cover it.
