NCAA transfer rule change?
If this thing happens, FCS, G5 and non elite P5 will just become farm teams.

Yep you're right. An fcs transfer advantage would be gone, but it would also mean the P5 elite could just offer players after they show promise at "lesser" programs. A coach won't have to commit to a borderline recruit until AFTER he sees him succeed at the college level, not before.
100% opposed to this but of course it'll pass. The alabamas of the world would love this. They can go after the successful nc state QB after a good freshman or sophomore season and not "waste" a scholarship on him out of high school.

Compounding this, the Alabamas and UNCs of the world will likely keep pushing tneir COA numbers up, and some of their boosters will likely find ways to "incentivize" players to transfer. I can even imagine a whole sub-industry of agents/brokers popping up to find the top players for transfer. The P5 will be selling this as making things "equal" and "fair" for the schools and student athletes. G5/FCS should vote as a block to prevent it if possible.

Thanks for posting this info.

It's a bad idea, and I'm shocked the doofus from South Dakota State can't see the damage it will do to non-P5 programs. If implemented it will unleash a torrent of transfers, destroying the continuity of developing a player after the normal recruiting process.

That said, the P5 will get their way.

This will absolutely force a break up into more divisions if this passes. I think this would be the nail in the coffin for college basketball. If players can immediately leave with no punishment, there is no benefit to recruiting or even finding diamonds in the rough. Penalizing the smaller schools is a terrible idea and will ensure that smaller school don't stand a chance, even moreso than is currently. If this goes through I would not be shocked if the mid and low major conferences drop and form their own tournament, just like the power conferences want.

Football would work the same way. Instead of forcing kids to reclassify or grey shirting they will encourage them to go somewhere else and then have them transfer over when a scholarship is available. This is along with just straight poaching of standouts from smaller schools.

I see the G5 gladly going along with this solely because they hate the idea of FCS schools such as JMU getting "their" P5 castoff transfers that they feel they are entitled too. The required sitting out of one season incentivize FBS transfers to consider FCS. If you take that away, they're significantly more likely to entertain the ECU's of the world instead.
FCS will now only get G5 cast offs predominantly moving forward. It would make it that much more pivotal to have an excellent head coach to "sell" an FCS school to an FBS transfer. Overall, it's going to water down the quality of the FCS student athlete and FCS/FBS upsets are going to become even more rare.

I could see the really elite schools not even bothering to offer scholarships to players straight out of high school. They'll let the lower end P5 and G5 do the work for them, let them win or lose with another squad and then they'll just pick them off when they like what they see. It's the NY Yankees "buying players" model at the collegiate level.

Horrible rule change. It'll just be chaos. And the sliminess of snake oil salesman coaches will ramp up noticeably. Poaching will be rampant. I agree w/ JMURocks- there will develop a network of brokers to help fill the upcoming needs of the elite schools. Hopefully, the lesser P5s and the G5s will wake up and realize this will not help them as much as it will hurt them.
