UTEP leads the nation in football (fastest games)
UTEP had the shortest games at 2:54. Texas Tech, also in West Texas had the longest at 3:48. Big 12 had 4 of the top 5, with Oklahoma St. just behind Tech, Baylor 4th and Texas 5th.

Pac 12 (in a similar article in the Atlanta Journal Constitution-not mentioned in this one) is experimenting with 15 minute halftimes. MAC is insisting that halftimes actually be 20 minutes, instead of starting to think about re-starting at 20 minutes. The idea is took kick off precisely 20 minutes after the end of the first half. ESPN is trying to get some discipline on their TV timeouts. Apparently they like to play around with graphics that add 30 seconds 10 to 12 times a game.

There are apparently a lot of little things that have lengthened the games in addition to the TV timeouts.

More passing means longer games. Well, that and 3 minute commercials. It's the long commercial breaks I hate as a fan in the stands.

Even 10-15 years ago, it always felt like BXII had the longest (and most exciting, imo) games.

There are a number of things they can do to speed games up, starting with them not stopping the clock after every first down. Either get rid of that until late in the half or don't stop the clock otherwise besides incompletions til' late in the half.
