IDK 23,000 of them on a terror watch list and these terrorists never made it on the list, even though British authorities were warned.

This is true, Fo... Change has to come from the inside, not the outside. Outside force is ALWAYS seen as invasive and meets resistance, even from those who don't really support the goals.
