The are using the rules to delay his testimony. For some reason, the democrats are scared shitless of him testifying now.

There are procedural rules that the Democrats can use to obstruct. For example, Sen Stuart Smiley (D-MN) is blocking the confirmation of a federal court nominee, who happens to be from Minny, with the "blue slip."

These are just a couple of the rules Harry Reid forgot to overturn.

Oh by the way, Trump's district and circuit judge nominees are being approved by the Senate.
