No, it's not. Funds are allocated for specific purposes. You cannot move money intended for one project to another. The money is in separate buckets.

Yep. There's a word for the scenario when you raise funds for a specific purpose, and then decided you want to spend it someplace else....

It's called Fraud.

Time to shine was a capital campaign to build facilities. The donors gave money expecting a IPF. If they spent that money on anything else, they would have issues to put it lightly.

I don't think a reasonable person has any trouble understanding this. In fact, It's pretty basic... In addition, the university was rather transparent on the issues with the delay, specifically the issues with the cash flow of the donations and why they needed financing.

Stop spreading FUD.
