ODU is at or very near the top in starting salaries for its graduates, I remember someone posting a link at some point but I can't find it. Not sure if it was overall or certain majors. I think GMU was a hair higher, but they are in DC metro, but ours was actually higher than UVA, VT, JMU and W&M if I recall correctly. VCU was at or near the bottom. Keeping tuition low certainly gives a great argument for best value. They should be marketing that very hard. With the crazy costs of college, I think this is a solid discriminator.

Selling a product cheap does not necessarily create an impression of value. If the provider of the service doesn't value it, why should anyone else?
If you can find a link to the article that states our grads make more than UVA or VT's in starting salaries, I would sure like to see it.

No, I can't. Someone posted it here a couple of years back. I can't find it. I'm sure the slim pickings in liberal arts majors at ODU Navy, contractors, engineering, dental hygiene and the fact that more UVA and VT students go on to Law, Medicine, and grad school thus earning near $0 after graduation plays a role. Value is bang for the buck. ODU may be relatively inexpensive to other state 4-uears, but not "cheap". With so many graduating, drowning in debt, and moving back with mom and dad, the tuition bubble is going to be a major problem in the coming generation. Being low cost, especially for commuters and people getting a degree that are already in the work force will be big. I know we had been trying to get away from that, but I think it is going to be more commonplace as more and more people are questioning the value of going to college full-time after high school, especially for the more average students. The landscape is changing.
