The B1G has been the first actor in realignment shakeups for a long time now. An alternative to the Missouri move:
B1G takes Washington, Oregon, Cal, Stanford. Arizona, ASU, Utah, and Colorado to reach 24 functioning as two separate conferences:
B1G
East: UMD, RU, PSU, OSU, Mich, MSU
West: IU, Purdue, ILL, NW, UMN, Wisc
PAC
East: Iowa, Neb, CU, UU, AZ, ASU
West: UW, UO, Cal, Furd, USC, UCLA
I can't speak for Nebraska but Iowa would never go for that.
You need to throw in 4 schools from the Big 12.
The Big 28 Conference
east
RUT, MD, PSU, OhioSt, Mich, MichSt, Indy
North
Neb, Iowa, Minn, Wisc, NW, ILL, Pur
South
Tex, TT, Ok, Kan, Col, Utah, Ariz St

That was step 2, and the Big Payout from step 1 is the lure :)
Step 3 (completion) adds UVA and UNC.
- Purdue+UVA+UNC to the Eastern 10.
- ASU, UU, CU to the Western 10
- UT, TTU, OU, KU, Neb, Iowa, ILL, NW, Wisc, UMN as the Central 10.
