Helmut Zemo is taken to the Raft after the events of Capt. America Civil War. While there he is recruited by Secretary of State Thaddeus Ross. Secretary Ross wants him to lead a new initiative known as the Thunderbolts. The Thunderbolts are to hunt down rogue supers and bring them to justice.

Now that Zemo is head of the Thunderbolts and equipped with Capt. Americas shield no less. He will need someone to lead. At first I thought about the Defenders. But then I got to thinking about Carl Creel( Absorbing Man, Agents of Shield, ) Emil Blonsky ( Abomination, Incredible Hulk ), and Justin Hammer ( Iron Man 2, Possibly Beetle or new Iron Man suited guy).


Anything I'm leaving out?

Creel was working for Talbot, but it'd be interesting to see if he turned. Blonsky and Hammer are the only ones besides Zemo that are alive.
