On the contrary, I think this is the best time to spend.
I feel like this is the time to make investments, in infrastructure or otherwise, precisely because it's only going to be more difficult for these kinds of projects to go through in the future. Even more so when the demand justifies it.
I am worried about a college education being on a bubble, and you never know how education will go down in the state, too. At any rate, I'm really glad to know that some key initiatives will be breaking ground soon.

Now's a great time to borrow, just like the past 7 or 8 years, because interest rates are at all time lows. In Europe, you have to pay the government to loan it money, so people are knocking themselves out trying to buy US government bonds that pay next to, but still positive, interest.
And in terms of college costs getting too high, some of the drivers of that cost are being demanded by the students (housing, dining/recreation facilities), but even so, UAB is a really good deal compared to other universities, and by being heavily focused on hard sciences and business means that it will draw students who will be able to actually pay for their education when they graduate
