Yep. No one has a plan, conferences just add teams they feel like might help them in the short term.
BIG wanted a 12 team/CCG - Nebraska
Same for Pac 12 - Utah and Colorado
SEC wanted a network, most TV sets - A&M and Missouri
ACC panicked, felt they needed to make a splash - Pitt and Syracuse
Big 12 tried to stay alive - TCU, WVU
BIG wanted TV sets Eastern exposure - Rutgers and Maryland
ACC took next best team - Louisville
BIG is the only conference that's taken anything beyond a short term view into consideration. They wanted to go east and took Rutgers/Maryland when other options were available.
Aggies and Tigers were also excellent academic institutions. SEC liked that as well.

That certainly played an important part, especially in Missouri's case.
