Teachers are taught to report anything suspicious. They are not expected to be experts on explosives. Better safe than sorry.

Once the police were brought in, things might have gone too far. But the school did the right thing, and if they wind up on the losing end of this, it sets a really bad precedent. Someday, someone could bring an explosive to school, but a teacher will be silent because they didn't want to be seen as bigoted, and then BOOM.
