According to the Center for Budget and Priorities, Alabama has cut its spending for Post Secondary schools (like UAB) since 2008 to fiscal year 2016-2017 by 36.2%. The top 3 are (#3) South Carolina at -37.0% (#2) Louisiana at -39.1% and (#1) Arizona at -55.6%. I guess #22 Mississippi is saying "Thank God for Alabama" at -21.1%.

States "in the black" are Montana at +1.8%, Wisconsin at +3.3%, Wyoming at +21.0% and North dakota at a whopping +46.0%

These figures do not include the state's cuts to K-12 and Post Secondary public education which through 2017 are still $500 million less than 2008.
