This will not happen. If there were to be a restructuring of the conference, it would not be like either of the scenarios he is proposing. There are too many factors the writer is not addressing (NCCA Tourny bid money, bowl contracts, what becomes of the new media deal, BCS & playoff contracts & payouts, ...).
The Texas schools could just stay put in C-USA and the others would not have the votes to dissolve the league. They could leave to form their new conference but those remaining schools would have the conference name, contracts and all ncaa autobids. The others can wait for several years to receive their autobids.
I like your idea for a conference split because it gives my Aggies a Confernce we deserve to be in. I think a lot of people forget that the WAC is an FBS grandfathered in Confernce. The WAC has the power for a new FBS football Confernce. I say Ark St, La Tech, NMSU, UTEP, UTSA, RICE, Texas St, and one other for an 8 team Confernce. Maybe even add Witchia St since they want FBS football. We'd have a decent little Confernce, very regional and a lot of room for rivalries to be created. Not to mention we'd have a pretty good basketball league and baseball league, with some pretty decent markets.
I wouldn't mind that a bit and certainly Wichita St adds strength to the basketball side. ULL would also be a good member to have. What I would prefer is to have the entire west division of C-USA and that adds UAB and USM but I think those schools would be unlikely to come along.
